從安全角度看，煤層氣開采是為了提高煤礦井下安全，減少事故。從利用的角度看，是獲得相當多的新能源;從環境保護的角度來看，有必要充分利用開采後的零排放，否則不僅會浪費資源，還會影響大氣。然而，我國煤層氣的利用率並不高。以2012年為例，煤層氣產量為126.02億立方米，開采率為41.72%，其中地下開采率為25.73億立方米，開采率為78.4%，地下開采率為100.3億立方米，開采率為32.3%。
